I am directed by Rear Admiral Sir Thomas Cochrane, to represent to Your Excellency, that the very great negligence evinced by those in charge of the Post Office, at this place, in the very tardy delivery of Official letters in the case of the mail recently brought out by the Spitfire (extending even to four hours after her arrival,) has been attended with much inconvenience, and might have proved very injurious to the Public Service.
